An excellent opportunity for an experienced Senior Project Consultant to join a leading construction consultancy in Halifax, Nova Scotia. The successful candidate will provide lender-side project monitoring, cost consultancy and development advisory services across residential, commercial and industrial construction projects throughout Halifax and the wider Nova Scotia market.

Project Details

The Senior Project Consultant will work on a varied portfolio of residential, commercial and industrial development projects in Halifax, Nova Scotia and potentially across Atlantic Canada.

Projects will typically involve providing independent project monitoring and loan monitoring services on behalf of lenders and financial institutions. Assignments may include initial construction budget reviews, development appraisals, site inspections, progress draw assessments, change analysis and recommendations regarding the release of construction finance.

The role will involve supporting multiple active construction projects simultaneously and providing lenders with independent advice on construction costs, progress, programme and project risk.

Responsibilities and Duties

The Senior Project Consultant will provide construction project monitoring and cost consultancy services on behalf of lenders, investors and other project stakeholders. The role will require strong technical, commercial and report-writing skills together with the ability to manage a significant portfolio of live developments.

Key duties and responsibilities will include:

• Manage and assist with approximately 15–20 active project monitoring assignments each month with limited supervision.

• Undertake construction site inspections throughout Halifax, Nova Scotia and surrounding locations and prepare detailed photographic site reports.

• Review contractor and developer progress claims and assess applications for construction loan advances.

• Prepare progress monitoring reports covering construction progress, costs, changes, project risks and recommendations for the release of funds.

• Review invoices, construction costs, variations and changes to determine their effect on the overall project budget.

• Undertake detailed construction budget reviews and analyse development proposals against typical lender requirements.

• Review project budgets, cost plans, contingencies and funding requirements to assess whether proposed developments are adequately financed.

• Analyse construction progress against programme and identify potential cost, schedule or completion risks.

• Review development documentation including drawings, specifications, consultant reports, contracts and project schedules.

• Assess construction procurement strategies, contract arrangements and prevailing market construction costs.

• Prepare spatial and cost analysis for different building types and development sectors.

• Understand and interpret specialist consultant reports and assess their potential impact on development costs, programme and project viability.

• Maintain knowledge of construction market conditions, contractor pricing and construction cost trends in Halifax and Nova Scotia.

• Provide guidance, coaching and technical support to junior Project Consultants and Cost Consultants.

• Assist junior team members with site inspections, reporting standards and lender monitoring procedures.

• Develop strong working relationships with lenders, developers, consultants and other construction industry stakeholders.

• Support business development activity where appropriate through professional networking and maintaining client relationships.

Desired Skills and Experience

The successful Senior Project Consultant will ideally have previous experience in project monitoring, loan monitoring, quantity surveying, cost consulting, construction finance or a closely related construction consultancy discipline.

Candidates should be commercially aware and comfortable reviewing construction costs, project progress and development risk on behalf of lenders and other financial stakeholders.

Desired experience includes:

• Approximately 3–5 years or more of relevant construction consultancy experience.

• Previous experience in project monitoring, loan monitoring, development monitoring, quantity surveying or cost consultancy.

• Experience working on residential, commercial and/or industrial construction developments.

• Strong understanding of construction budgets, cost plans, progress claims and change management.

• Experience reviewing contractor applications for payment or development draw requests.

• Ability to undertake construction site inspections and accurately assess project progress.

• Good knowledge of Canadian construction procurement methods and building contracts.

• Understanding of lender requirements relating to construction finance and development projects would be advantageous.

• Strong analytical skills with the ability to identify construction cost, programme and project risks.

• Excellent written communication and professional report-writing skills.

• Strong organisational and time-management skills with the ability to manage a portfolio of concurrent projects.

• Ability to work independently while contributing effectively within a wider project monitoring and cost consulting team.

• Strong attention to detail and a commitment to producing accurate, high-quality consultancy reports.

• Confident interpersonal skills when dealing with lenders, developers, contractors and professional consultants.

• Good working knowledge of Microsoft Office applications.

• Eligibility to work in Canada.

• A valid driving licence and ability to travel to construction sites as required.

Qualifications/Educational Requirements

A relevant university degree, college qualification or equivalent professional education in one of the following disciplines is preferred:

• Quantity Surveying

• Construction Management

• Construction Engineering

• Architectural or Building Technology

• Cost Estimating

• Project Management

• Finance with relevant construction industry experience

Candidates working towards or already holding a recognised professional qualification will be particularly attractive.

PQS accreditation through the Canadian Institute of Quantity Surveyors and/or MRICS membership with the Royal Institution of Chartered Surveyors would be advantageous.
