An exciting opportunity has arisen for an experienced Program Manager to oversee a portfolio of road construction projects in Toronto and around Ontario.

The role is ideal for a professionally qualified civil engineer with extensive Ministry of Transportation (MTO) experience and a proven track record of leading multi-disciplinary teams to deliver complex infrastructure schemes safely, efficiently, and to the highest quality standards.

Only candidates with Canadian P.Eng. accreditation or equivalent Canadian experience will be considered.

Project Details

The Program Manager will manage multiple civil engineering and road construction projects delivered under the Ministry of Transportation (MTO) standards in Ontario.

The position involves strategic oversight of project planning, scheduling, cost, and risk management from inception through completion, ensuring all works are delivered in compliance with MTO standards, specifications, and environmental legislation.

Responsibilities and Duties

The Program Manager will play a key leadership role across all assigned projects, with duties to include:

  • Managing the delivery of multiple road construction projects within Ontario under MTO guidelines.
  • Demonstrating an expert understanding of Ministry of Transportation operations, standards, and construction methods.
  • Leading multidisciplinary project teams, ensuring alignment on project objectives, critical path, and deliverables.
  • Overseeing project planning, scheduling, cost control, and risk management activities.
  • Conducting stakeholder and community consultations to ensure effective engagement and communication throughout project lifecycles.
  • Ensuring all works comply with environmental legislation, safety standards, and quality assurance processes.
  • Providing strategic programme management advice to senior leadership and clients.
  • Monitoring project performance, identifying risks, and implementing mitigation measures to maintain successful outcomes.

Desired Skills and Experience

  • Approximately 10 years of post-chartership experience on complex civil engineering or road infrastructure projects.
  • Minimum 5 years of direct experience delivering MTO projects within Ontario.
  • Proven record of successful completion of at least two MTO projects in Ontario.
  • Strong leadership skills and experience managing multidisciplinary project teams.
  • In-depth understanding of MTO standards, specifications, and approval processes.
  • Proficiency in programme and project management, including critical path, cost, and risk management.
  • Excellent stakeholder engagement and communication skills.
  • Sound knowledge of environmental legislation relating to road and infrastructure works.

Qualifications/Educational Requirements

  • P.Eng. (Professional Engineer) designation – essential.
  • Degree in Civil Engineering or related discipline.
  • PMP (Project Management Professional) certification – advantageous.
  • Only candidates with Canadian P.Eng. accreditation or equivalent Canadian experience will be considered.
