The Client Side Quantity Surveyor’s Critical Role on Integrated Resorts in Macau

The 10-year licenses for operating a casino within integrated resorts in Macau were awarded to 6 concessionaries back in 2022. Covid delayed the following construction phase, however 2025 will see a shift in momentum as operators start to award major design and construction contracts for these development works and start to scramble for precious resources and talent.

When it comes to major integrated resort projects, the role of a client side or consultant Quantity Surveyor or “QS” cannot be understated. These projects are massive undertakings that require precision, planning, and attention to detail at every stage of development. A consultant QS plays a crucial role in ensuring the success and smooth execution of such projects.

One of the primary reasons why a consultant QS is essential for major integrated resort projects in Macau is to undertake cost management. These projects involve large budgets and complex financial structures. A consultant QS helps with accurate cost estimation, budget planning, and control throughout the project lifecycle. By closely monitoring costs, identifying potential cost overruns, and providing valuable insights into cost-saving measures, a consultant QS helps to keep the project financially on track.

Additionally, a consultant QS contributes to the risk management function. They assess and mitigate risks related to cost, schedule, quality, and procurement, among others. By identifying risks early on and developing strategies to address them, a consultant QS helps in minimizing disruptions and delays, thus ensuring the project progresses smoothly and stays within budget and schedule constraints.

The client-side QS plays a crucial role in managing costs on major building projects, especially when it comes to handling claims and disputes from contractors and the supply chain.

By having a client-side QS involved from the early stages of a project, clients can benefit from their expertise in cost planning and budget management, helping to avoid cost overruns and unnecessary expenses. The client-side QS plays a critical role in assessing the validity of claims, negotiating settlements, and resolving disputes in a fair and efficient manner. By having a client-side QS with a deep understanding of construction contracts and industry regulations, clients can better protect their interests and ensure that disputes are resolved in a timely and cost-effective manner.

Effective communication is essential in managing claims and disputes on a major building project. The Client side QSs will act as a bridge between the client, contractors, and the supply chain, facilitating open and transparent communication to address issues as they arise. By maintaining good relationships with all stakeholders and fostering a collaborative environment, the consultant QS can help prevent disputes from escalating and work towards finding amicable solutions that benefit all parties involved.

In the context of major integrated resort projects in Macau, where competition is fierce, timelines are tight, and stakeholder expectations are high, the expertise and guidance of a consultant QS are invaluable. Their ability to navigate complex project requirements, manage costs effectively, mitigate risks, and uphold quality standards are critical to the success of such projects.

Cost consulting recruitment continues apace as the Maxim Team is now busy partnering with integrated resort developers in Macau on succession planning and identifying key hires. One in particular is currently looking for a client-side Project Director Cost Management. He or she will lead the cost and commercial function of the project on behalf of the client. Timing wise, the main contractor is targeted to be on board by mid-2025 and so it’s imperative that the Project Director Cost Management is on board for the tender process during Q1 2025.

In conclusion, the role of a consultant QS in major integrated resort projects in Macau is indispensable. From cost management to risk mitigation and claims management, a consultant QS contributes significantly to the success and smooth execution of these projects. Their expertise, attention to detail, and commitment to excellence make them essential partners in ensuring that integrated resort projects in Macau are completed successfully, on time, and within budget.
