Senior Manager Information Technology

A major HK statutory organisation is looking for an energetic, forward thinking Senior Manager Information Technology and Head of Enterprise Solution to join their team and manage IT across their organisation.

Incumbent will lead various teams in areas covering business applications, data management, application development, and various digital initiatives. 

Project Details

Our client is a critical government institution and coordinating body established in 2007 to improve the quality and competitiveness of the construction industry sectors and promote good practices.

Our client acts as a communications platform / channel and is empowered to formulate codes of conduct, share knowledge, reflect the industry’s needs, improve labour relations, promote health & safety and sustainable construction and elevate the standards and skills of the industry via funding research and organising vocational training.

Responsibilities and Duties

• Work closely with the CIO and the Enterprise Architect to develop and execute the application  modernisation roadmap
• Supervise the managers of the Business Application Team, Data Management Team, Application Development Team, and Digital Initiatives Team
• Re architect monolithic applications into micro service architecture
• Build and strengthen the team with various roles such as project managers, SCRUM Master,  system analysts, UI UX & front end developers, API programmers, database administrators
• Make recommendations on whether to enhance the existing systems or implement new ones
• Review and prioritise new initiatives and enhancement requests based on business values
• Identity, analyse, and flag the project risks requiring senior management attention
• Application related programme and project management and roll out projects adhering to deadlines 

Desired Skills and Experience

• At least 15 years experience with medium to large scale application deployment/development
• A professional scrum master or a certified project management professional
• Knowledge of modern application architecture and emerging technologies 
• Track records in moving applications to the cloud would be a definite advantage
• Knowledge of the application and network security
• Passionate about new things and ability to learn quickly and adapt to changing environments  and diverse business scenarios
• Customer and employee centric mindset
• Strong business acumen, leadership, and stakeholder management skills
• Great presentation and communication skills, and be able to interrelate seemingly disconnected issues and provide turnkey approaches to resolve issues. 
• A high degree of competence in project management, detailed-minded and result-oriented;
• Exceptionally strong interpersonal and communication skills and strong network with local and overseas industry stakeholders; and
• Excellent command of both written and spoken English and Chinese.

Qualifications/Educational Requirements

• A bachelor's degree in information systems, computer science, or related disciplines
• An MBA from a reputable business school is preferred but not mandatory.
