This is a departure from our normal construction recruitment as our client is a critical government linked institution and coordinating body established in 2007 to improve the quality and competitiveness of the construction industry sectors and promote good practices.
Our client acts as a communications platform / channel and is empowered to formulate codes of conduct, share knowledge, reflect the industry’s needs, improve labour relations, promote health & safety and sustainable construction and elevate the standards and skills of the industry via funding research and organising vocational training.
Responsibilities and Duties
- to lead and coordinate the work of Construction Business Development Team in fostering for a more efficient and healthy construction market through best practices in areas such as tendering, risk allocation, programming, maintaining liquidity, construction supply chain, project management and quality supervision for the whole construction industry, as well as worker training, promotion and education, standardisation and supervision for Repair, Maintenance, Alteration and Addition sector;
- to take an active approach in identifying opportunities to promulgate the utilisation of innovative solutions and technology for enhancement of procurement, project management and quality supervision;
- to devise pragmatic solutions for promoting good procurement and dispute avoidance, resolution practices to improve the quality, time and cost performance of construction projects;
- to formulate strategies and pragmatic solutions to promote a sustainable development for Repair, Maintenance, Alteration and Addition works and to strengthen the education and publicity for the public and property owners, the liaison with the property management industry and knowledge of the property owners about the maintenance staff’s technical qualification;
- to undertake special projects, including but not limited to conduct consultancy studies on the long term development of the Repair, Maintenance, Alteration and Addition sector and the need for an industry standard with an aim to enhancing the techniques, management and safety knowledge of Repair, Maintenance, Alteration and Addition works, industry capacity uplifting, review and enhancement of construction contract terms, promoting and facilitating the use of NEC and Security of Payment Legislation in the industry;
- to provide secretariat support to the Committee on Construction Business Development, the Committee on Repair, Maintenance, Alteration and Addition and their Task Forces and sub-committees, and to implement their work plans;
- to proactively contribute ideas and engage with different internal and external stakeholders to show collaborative effort and deliver tasks in good quality;
- to work collaboratively with Hong Kong Institute of Construction and the School of Professional Development in Construction to introduce professional training on various topics to equip the skillsets ready for the transformation of modern construction industry;
- to carry out any other duties as assigned from time to time by the Executive Director.
Desired Skills and Experience
- a minimum of 12 years’ working experience in the construction field, with proven experience in construction business development, procurement, project management; and with relevant exposure in repair, maintenance, alteration and addition works;
- solid experience in commercial considerations and business practices in the local construction market;
- proven strong network with stakeholders in the local and regional construction markets;
- well versed with policies and procedures in public bodies or sizeable organizations;
- hands on experience in providing secretariat support committees or boards will be a distinct advantage;
- strong interpersonal and communication skills;
- innovative mindset, proactive and resource character;
- excellent command of written and spoken English and Chinese.
Qualifications/Educational Requirements
- a recognised degree, engineering, architecture, quantity surveying or other construction related disciplines
- Preferably with relevant professional qualification such as NEC, MHKIA, MHKIE, MHKIS
