An IT Portfolio Delivery Manager PMO is needed to join Toronto Pearson Airport, Canada, to take end to end responsibility for the successful execution of various programs and projects. Leading a team of IT project management based resources, the incumbent must also develop deep subject matter expertise and relationships with 2-3 lines of business while rigorously governing and tracking portfolio delivery status to ensure commitments are achieved within agreed on time, cost, and quality parameters.

This Portfolio Delivery Manager IT PMO job vacancy is a role for an Information Technology (IT) professional with both management experience and professional Project Management Office (PMO) experience to take a senior role and level of responsibility for the implementation of IT projects throughout the airport.

This role is NOT suitable for construction project managers or IT professionals without prior project roll out experience and knowledge of PMO methodologies.

Responsibilities and Duties

  • Partner with vendors to lead delivery of capital projects in assigned portfolios – on scope, on time and on budget.
  • Creation of Statements of Work (SOW) for the various procurement processes – including (but not limited to) Requests For Service (RFS) from the outsourcing vendor (Wipro), requests for quotation from various Vendors of Record, and Expressions of Interest (EOI) or Requests For Proposal (RFP) from the open market via Merx
  • Transition project to operations through Operational Readiness Review (ORR) and other project processes
  • Implement and manage PMO methodology, ensuring project management functions are conducted within accepted and established business practices and guidance.
  • Manage the project portfolio, including project set-up, tracking and closure processes, as well as monthly quality assurance reviews of submitted initiatives / projects.
  • Validate project compliance to standards and procedures
  • Maintain the monthly consolidated project specification Financial Summary Report and manage the contract invoice payment and reconciliation process
  • Accountability for accurate and comprehensive project record-keeping; all project approvals and documentation.
  • Manage, monitor and report on monthly accrual process, contract resource related items (resource requirements)
  • Ensure portfolio team resources are utilized effectively across multiple portfolios.
  • Direct activities, assign responsibilities, set expectations and motivate direct reports toward achieving portfolio objectives for all aspects of the project management life cycle.

  • Knowledge of project monitoring systems including but not limited to; scheduling, procurement, financial forecasting and reporting, and change control
  • Experience implementing project management methodologies
  • Demonstrated analytical skills in assessing and reviewing business processes to identify options, best practices and opportunities to improve service delivery
  • Familiarity with capital projects, and asset realization is preferred
  • CA Project Portfolio Management and Oracle EBS experience is an asset
  • Ability to constructively challenge the status quo and drive continuous improvement efforts
  • Ability to manage multiple tasks and meet strict deadlines
  • Strong analytical skills combined with an ability to fit issues in with corporate goals and priorities
  • Excellent interpersonal skills with the ability to build strong relationships at all levels
  • Advanced knowledge of Microsoft Office 365
  • Exceptional verbal and written communication skills

Qualifications/Educational Requirements

  • Bachelor’s Degree or higher in the fields of Commerce, IT or Engineering required
  • Project Management Professional (PMP) designation in good standing required
  • Airline, Airport or Transportation experience preferred
  • Minimum 8-10 years of PMO experience with minimum of five years or project or program delivery experience
  • Minimum 8-10 years of experience in People Management both direct report and cross-functional
  • Must possess a driver’s license
  • Must be able to obtain and retain a Transportation Security Clearance
  • Demonstrated experience working in a customer centric environment
