Manager of Capital Planning
Manager of Capital Planning job to have the responsibility for managing the development of major Capital Planning Project work. The responsibility will include overseeing the implementation of the approved Capital Plan within Airport Planning and Technical Services. You will be reporting to the Associate Director and ensure projects are funded and delivered on time and on budget.
Project Details
As the Manager of Capital Project Planning, you will have the responsibility for the development, design, and implementation of Capital Planning.
Projects include a $6b+ multi-year programme to renew existing facilities and accommodate expected growth, which are expected to be ongoing for the next 10 to 20 years.
Responsibilities and Duties
- Develop a capital strategic plan and portfolio of planned capital projects.
- Monitor procedures and practises for capital planning project development.
- Lead the development of annual and multi-year capital planning, as well as being able to maximise capital that has been allocated.
- Manage project funding and documentation.
- Manage capital project costs at different life cycles.
- Liaise and communicate with stakeholders and senior/executive management to review the progress of the capital project plan.
- Provide strategic insight to aid in the planning and objectives being deliverable.
- Maintain consistent communication with the project management office on capital project status (budget, scope, and schedule).
- Propose and prepare reports and presentations relating to the project.
- Oversee research and development of capital project planning.
Desired Skills and Experience
The manager of Capital Project Planning job is a management job requiring:
- At least 10 to 20 years of experience in a comparable environment that may provide background to the current role.
- At least 5 years of people management experience in a comparable role.
- Experience within projects that are complex and worth $100m and above are essential for this high value Capital Planning role.
- Experience within comparable roles include projects within the sector of social, defence, energy, utilities, and transport, based within Canada.
Capital Project Planning development / design / implementation experience is highly desirable. In addition to having this type of project experience, suitable candidates must also have had experience being responsible for project management and having led and managed a team. In particular, this must include:
- Experienced in capital project planning.
- Experienced in managing procedures and practises for capital planning development.
- Experienced in annual and multi-year capital planning development.
- Experienced in managing funding and documentation.
- Experienced in managing cost during various lifecycles of a project.
- Experienced in liaising with stakeholders and senior management to review progress of the project.
- Experienced in strategic decision making to aid in objectives being deliverable.
- Experienced in maintaining communication with PMO on project status (budget, scope, and schedule).
- Experienced in preparing reports and presentations of a project.
- Experienced in research and development of capital planning.
- Experienced with Microsoft Office Suite products including Excel.
Qualifications/Educational Requirements
- A post-secondary degree in engineering, project management, architecture, or business related is desirable. A combination of education, training and/or experience is acceptable.
- Able to obtain and retain Transportation Security Clearance at the designated level for the position.
