Project Details
You’ll be based in the client’s head office in the New Territories in Hong Kong. Reporting to the Head of Project Management, this role is accountable for leading the oversight and support of Project Quality Management which includes Quality Assurance, Quality Control, Project Risk management, and Assurance across the group including China, Hong Kong, Australia, and India to ensure projects develop and implement project quality and risk management plans, programs and procedures.
Responsibilities and Duties
- Provide the 2nd Line of Defense for the Project Quality Management and Project Risk for
Business Units especially on projects across the group to ensure their capabilities in
developing and maintaining Quality Assurance, Quality Control, Project Risk
management plans and processes in accordance with international best practices and local regulatory requirements. - Provide the assurance that the Business Units are implementing their own Quality and Risk systems
- Maintain the group Project Management Governance System Standard and associated library of procedures, guidelines, and toolkits. Conduct assurance activities across
the business Units are implementing their own PMGS. - Conduct assurance activities across the group to ensure the individual Business Units are
implementing their own Quality and Risk Management systems. - Own the group Lessons Learned process, maintain the library of Lessons Learned, and help to facilitate project learnings across the group.
- Utilize Quality expertise to develop processes, procedures and toolkits to assist Business Units in developing Project QA/QC Plans that cover design, manufacturing, construction, and
commissioning. - Accountable for the Quality Assurance of the group Project Management Governance System PMGS.
- Develop processes, procedures, and toolkits to support Business Units in identifying and addressing potential challenges and risks during the development and execution phases of projects so as to ensure that these plans effectively control and prevent risks, along with
strategies for addressing them if they arise. - Drive group wide Quality and Risk processes, plans and procedures based on the frameworks of ISO9001 Quality and ISO31001 Risk Management including developing initiatives and programs on BU Quality Assurance and Quality Control and operational risks profiling, performance reporting, forums for BU consultation, and verification reviews to uplift the overall Quality and Risk management capabilities.
- Provide guidance and support to Business Units on development of their Quality related deliverables such as Inspection and Test Plans, Supplier Quality Plans, risk procedures, plans and risk registers.
- Produce audit and surveillance plans for selected works if required from assurance activity findings.
- Conduct planned surveillance and audit to verify management system and works
processes are being implemented, and intended outputs meet specified requirements. - Produce accurate and detailed reports on all completed surveillances and audits.
- Provide guidance and training on Project Quality and Risk via the Project Management
Academy and prepare procedures, guidelines, handbooks, and toolkits to assist Business Units in implementing Project Quality and Risk. - Drive Group wide Quality and Risk initiatives and programs to leverage on
- Prepare Board and Group Operations papers on quality and risk related performance and
assurance.
Desired Skills and Experience
- With at least 20 years of total experience including 12 years’ managerial experience of Quality and Risk in a senior management role.
- Experience with a power organization or manufacturing organization with a large CAPEX
expenditure. Experience with Chinese contractors and suppliers is preferrable. - Experience in decentralized and matrixed environments where leadership and influencing skills are necessary to bring about change.
- Proven success in Mega Project aspects of Quality including Quality Assurance, Quality Control and Risk Management
- Proven experience with ISO 9001 and in reviewing and generating key Quality documents such as Inspection and Test Plans and Quality Plans
- Proven experience with ISO 31000 and developing and implementing Project Risk
Management. - Strategic thinking and strong in leadership, problem solving skill with strong business acumen with high ethical standards.
- Assertive with good influencing capabilities and communication skills.
- Highly motivated, team-oriented and results-driven individual with a proven ability to build
long-term collaborative working relationships with stakeholders. - Candidate with less experience or qualification can be considered position at a lower grade.
Qualifications/Educational Requirements
- A university degree in an Engineering, Construction Management, or equivalent.
- Prefer professional accreditation in Project Quality Management such as Chartered Quality Professional.
